Learning & Development Specialist

The jobholder will ensure that learning and development activities consistent with the business strategies. The person should have capabilities in designing, developping effective learning solutions to further executing and managing learning and development activities which helps De Heus develop its people and learning culture. In this position, the person will report to and support Head of L&D Asia & Vietnam mainly for Vietnam and partially for Asia scope.

Learning & Development Specialist

Job Description:

  • Carry out and support capability and training needs assessments (TNA) to identify key skills gaps, competencies, and development opportunities.
  • Proactively involve in annual budget planning cycle; translate Corporate business strategy and L&D strategy into training needs, based on that, develop L&D plan and propose training budget which supports our business and organization needs.
  • Manage Learning & Development plan and activities to ensure training effectiveness which includes executing the approved training plan in strong collaboration with local HRBPs and Group/Regional L&D, preparing training logistics, controlling training budget, following up training progress, training data recording and reporting; frequently update and get the advice of Head of L&D Asia & Vietnam when necessary.
  • Do training evaluation and vendor assessment and management to ensure the effectiveness of the training quality and continuous improvement.
  • Be able to train or guide Talent Management process/guidelines to relevant stakeholders.  
  • Support Head of L&D Asia & Vietnam for all onboarding and execute development plans of Asia Support Center within approved budget.
  • Be able to propose learning initiatives, design programs to support organizational and Company needs.
  • Frequently have communication in terms of L&D programs and activities posted on De Heus’ channels to promote learning culture.
  • Support Head of L&D Asia &Vietnam in evaluating organisational development needs and design effective and innovative learning solutions.
  • Provide support and guidance to managers or HRBPs to develop team members by implementing individual development action plans (IDAPs) and align to the annual training plan and budget.
  • Maintain strong relationships with stakeholders, including working closely with internal stakeholders, local/group HR and external consultants.
  • Support to monitor how effectively learning has been transferred to the job by working closely with HRBPs and Managers, measuring the impact on the overall organisation such as client experience, targets, strategic focus and employee engagement surveys.
  • Remain an active contributor of L&D network within De Heus.
  • Be an expert in monitoring and managing the systems in scope.
  • Do the review and make any adjustments on current training policy and templates if necessary.
  • Participate in L&D projects when assigned.


  • Bachelor’s degree level or equivalent.
  • At least 5 years of experience in Learning & Development role in a matrix organization.
  • Fluent in English and Vietnamese.
  • Facilitation skill is not a must but an advantage.
  • People & result- oriented; be able to handle multi-tasks with good organising and prioritizing skills.
  • Experience in working with various stakeholders and L&D projects.
